Waorani Contract Rebuttal to Petrobrás

Carta del Waorani que Desconoce el Contrato con Petrobrás

For your consideration,

We have been directed by the intermediary to the Petrobrás Company of Ecuador, to communicate to you that the entire Waorani Community agreed to invalidate the document from March 23, 2004, concerning the work that your company plans to consummate in our ancestral territory. In the first place, it is untrue that your company had begun a process of consultation with us concerning Block 31. We were not informed of the state concession, nor were we presented with an evaluation of the environmental and cultural effects that the project is going to cause, as a consequence, if there were some informal conversations with some of our members, these people did not have the status to be consulted, and we unauthorized them totally.

We have not been informed of the existence of a Plan of Development for Block 31, we do not know anything, we only know that the employees of your company have invaded our ancestral territories in this Ecuadorian province, causing us grave damage and threatening our communal and natural lives that we have had for centuries and we continue to have here in the forest. In these situations, we cannot assume obligations nor debts, and can only ask that your company leave immediately. The eight thousand dollars that you offered to pay over five years to ten teachers; this is nothing in comparison with the trauma that your machines will cause our children. Our language is essentially oral. Therefore, a written dictionary damages the natural evolution of our language. El Bachillerato is the state’s obligation, but it undermines our cultural values, and any other study is criminal and signifies an attempt to privatize knowledge. Didactic material is outside of our reality and outside of that which our children must know to live in the forest. The material that you offered for two structures that would be used as a boarding school is irrelevant to our lifestyles. The scholarships that you offered for matriculation in the University of Cuenca represent the uprooting of our best youths, interrupting the future leadership of our communities. In regards to the six offerings for community health, it is based on doctors and nurses trained in another class of diseases from outside the forest, whose introduction interferes with the workings of our traditional doctors. The telephone and airplane projects that you offer to pay for directly to their providers are foreign businesses as well. The computers and printers, without maintenance services are useless in the forest, and the annual report that we have to send to the company about our activities is an outrage against our freedom and constitutes a controlling of our lives that we cannot permit. That which is offered for productive projects, isn’t so, because it threatens to change the good roles of women, which are to care for the forest and for the family. Monitoring is necessary of projects that are damaging to the security of our families, and what disgraces occur will be blamed on the technicians in charge of the monitoring. These people should be Waorani.

The most important thing is that you should withdraw the responsibility from your company, by whatever damages that your projects have caused, to the merit of the offerings made in the document from March 22, 2004.

You intend to impose on obligations on our community that take away our right to move freely in our territory. And you intend to establish controls on our daily activities and prohibit us from coming near the installations of Block 31. This is an outrage against the rights of sovereignty that we have had over our own lands, waters, territories and resources since time immemorial, including since before the existence of the state that has improperly favored you with an abusive, unjust and prejudiced concession. In regards to the description of jobs that are in Block 31, we will not permit the construction of a platform nor an access road on our territory. We are opposed to the execution of:
Eden Yuturi Pipeline
Energy and fiber optic cables
Drilling of Wells

And we demand that the state of Ecuador, for having permitted you to begin these acts, and call to you to immediately stop the mentioned projects, for the good of peace and mutual understanding.

De nuestra mayor consideracion

Nos dirigirmos por su intermedio a la Compania Petrobras Energia Ecuador, para comunicarle que el Pueblo Huaorani en conjunto, acordó desconocer el documento de fecha 23 de marzo de 2004, concerniente a las obras que pretende consumar su compania en nuestro territorio ancestral Huaorani. En primer lugar es falso que su compania haya iniciado un proceso de consulta sobre el Bloque Nr. 31 de su proyecto, con nosotros. Jamás se nos informo de la consecion estatal, tampoco se nos ha presentado una evaluacion de los efectos ambientales y culturales que va a provocar el proyecto, en consecuencia, si hubo algunas conversaciones informales con algunos de nuestros miembros, estas no tienen rango de consulta y las desautorizamos totalmente.

De la existencia del Plan de desarollo del Bloque Nro. 31 no se nos ha informado, no sabemos nada, solamente nos consta que el personal de su compania, de un momento ha otro han invadido nuestros territorios ancestrales en esta provincia del Ecuador, casuandonos un grave danio y amenazando nuestra vida comunitaria y natural que por siglos hemos tenido y seguimos teniendo aqui en el bosque. En esas circumstancias no podemos asumir obligaciones ni deberes para con vuestra comoania, más que pedirles que se retiren de inmediato. Los ocho mil dolares que Usted ofrece pagar en cinco anios a 10 profesores, no es nada en comparacion al trauma que causaran sus maquinas a nuestrros hijos. Los cinco mil dolares en equipos ofrecidos para Centro de investigacion son ajenos a nuestra cultura, los pueden ujtilizar contra nosotros mismos. Nuesra lengua es esencialmente oral por tanto un diccionario escrito, dania la evolucion natural de nuestra lengua, El Bachillerato es obligacion del Estado expedirlo bajo nuestros valores culturales, cualquier otro estudio es atentatorio y significa privatizar el saber. El material didactico ofrecido es ajeno a nuestra realidad y a lo que nuestros hijos necesitan saber para desenvolverse en el bosque. El material que ofrece para dos barracas que serian usadas de internado, no corresponde, es ajeno a nuestra manera de vivir. Las becas que ofrece de matricula en la Universidad de Cuenca implica el desarraigo de nuestros mejores jovenes, interrumpe el liderazgo comunitario. En cuanto a los seis ofrecimientos para salud comunitaria, se basa en medicos y enfermeras formados para otra clase de enfermedades ajenas al bosque, su traida seria una intromicion al trabajo de nuestros medicos tradicionales. El proyecto aéreo y telefono, usted ofrece pagarlo directaamente al proveedor, por tanto es negocio ajeno. La computadoras e impresonas, sin servicio de mantenimiento son inutiles en elk bosque, y el informe annual que debemos enviar a la compania de nuestras actividades cotidianes es un atentado contra nuestra libertad y constituye un control de nuestras vidas que no podemos permitir. Lo que ofrece para proyectos productivos, no es tal, porque amenaza cambiar los Buenos habitos de las mujeres, de cuidar el bosque y la familia. En cuanto al seguimiento de proyectos atenta contra la seguridad de nuestras familias, porque de suceder cualquier desgracias se le culpara al tecnico encargado dekl seguimiento que le pone sea un Huaorani. Es el colmo que Ud. Retire la responsabilidad de su empresa, por cualquier danio que causen sus obras, a mérito de los ofrecimientos que hizo en su documento de fecha 22 de marzo de 2004.

Usted pretende imponer a nuestro pueblo obligaciones que nos perjudican nuestros derechos de libretransito en nuestro territorio y pretende establecernos un contro casi diario de nuestros quehaceres y prohibir la proximidad a las instalciones del proyecto Bloque 31. Esto es un antentado al derecho de soberania que tenemos sobre nuestras tierras, aguas, territorios y recursos deswde tiempos inmemoriales, incluso desde antes de la existencia del estado que indebidamente les ha fajvorocedido con una consecion abusive, injusta y prejudicial. En cuanto a la descripcion de los trabajos que comprende su Bolque 31, no permitiremos la construccion de ninguna platforma ni via de acceso alguno a nuestro territorio, nos oponemos a la ejecucion de:

Oleoducto Eden Yuturi

Cables de energia y fibra optica

Perforacion de Pozos

Y demandaremos al Estado Ecuatoriano, por haber les permitido el incicio de estas obras,

Y emplazmos a Ud. Disponga la inmediata paralizacion de las obras mencionadas, por el bien de la paz y el entendimiento mutuo.
